AMBER Alert issued for 4-year-old Virginia boy abducted in Norfolk, state police say


An AMBER Alert was issued for a Virginia boy who was allegedly abducted Monday morning in Norfolk, Virginia, according to Virginia State Police (VSP).

Four-year-old Kai Foreman was last seen with Tyli Nekah Scott, 27, in the 900 block of East Liberty Street around 11:40 a.m.

Kai is 3-foot-6, weighs 40 pounds, and has black hair and brown eyes. Kai was last seen in red Crocs, blue shorts, and a grey True Religion t-shirt.

Scott is 6-foot-1, weighs 173 pounds, and has his black hair in small braids and brown eyes. He was last seen wearing khakis, a plaid or polka dot shirt, and a ski mask.

According to Norfolk Police, officers responded to the address around 11:35 a.m. for a reported shooting. There, they found a woman dead.

Police are asking anyone who sees either Foreman or Scott to call 911.
