Amber Alert: 4-year-old abducted after Norfolk shooting, police say


Norfolk police are searching for a boy linked to a deadly shooting. The child may be with 27-year-old Tyli Scott.

NORFOLK, Va. — The Norfolk Police Department is asking for the public’s help in finding a 4-year-old boy who they believe was abducted after a deadly shooting.

Police say the child may be with 27-year-old Tyli Scott. He is 6-feet-1-inches tall and 173 pounds. His hair is black with small braids. He was last seen wearing a red shirt with polka dots and jeans.

The child, Kai Foreman, is described as 3-feet-6-inches tall and weighing 40 pounds. He has black hair and brown eyes. He was last seen wearing red Crocs, blue shorts and a grey True Religion t-shirt.

The boy is believed to be in extreme danger. Police say Scott is known to the child.

They were last seen on foot.

Police say the case is connected to a deadly shooting that happened Monday morning, though they haven’t said how the two incidents are related.

“We believe Kai Foreman is in danger, so anyone with any information, we would like for them to call us as soon as possible,” Norfolk Police Chief Mark Talbot said.

Just before 11:30 a.m., dispatchers received a call about a shooting in the 900 block of E Liberty Street, near Berkley Park. When officers arrived, they found a woman who was pronounced dead at the scene.

Officials have not released the woman’s identity. Investigators believe Scott may be connected to the shooting.

Clarification: Norfolk police said the child was 5 years old on Monday morning. However, officials said in a later update that the child was 4 years old.
